Four regulatory changes were verified. A narrow SEZ return-dossier service is worth watching, but buyer demand is unproven.

- SEZ undelivered goods: new return path
The Third Amendment adds a 30-day return route for specified goods not taken by a domestic buyer, with identity and no-benefit evidence, inventory records, resale and an original-duty refund path.
- SEZ fund-management entity space rules
The Fourth Amendment changes space and lease treatment, service commencement and renewal criteria, and permits approved sharing under conditions. Incumbent advisers are a strong substitute.
- SEBI closing auction and settlement
The closing auction runs 15:30–15:40; derivative timing, price bands and expiry settlement change. Exchange and incumbent systems own the integration path.
- Institutional call recording requirement removed
Recording is no longer mandatory for institutional clients, but a legally verifiable interaction record and five-year retention remain.
- Proposals, enforcement and state items
CERC’s 26 Oct draft proposes changes to transmission-charge-waiver timing, with comments due 27 Nov. A 27 Oct BIS seizure is enforcement under existing requirements, not a new rule. GERC’s 16 Oct battery-storage listing remains unverified: the final text and Gazette commencement were not checked. GERC’s 17 Oct distribution drafts are proposals.
- Technical signals remain unverified
No technical development met the change, independent-proof and India-deployability threshold. Google’s TPU inference announcement and Indian-language speech and LLM demonstrations lack the required deployment or independent performance evidence.

No material new commercial opportunity. Do not build. A SEBI common-advertisement-code audit remains a customer-discovery test only: its 29 controls prove a bounded technical scope, not buyer pain or paid demand.
- RBI removes a derivative-limit control
RBI’s Commercial Banks Second Amendment Directions and Small Finance Banks Amendment Directions delete paragraph 37 on non-option derivative contracts.
- Karnataka apartment law is published, not commenced
The Karnataka Apartment (Ownership and Management) Act, 2026 was gazetted on 15 Oct after assent on 9 Oct. Section 1(2) requires a separate commencement notification, which was not found.
- OpenAI releases two API features
Prompt-to-voice is generally available and Nira is listed as a Hindi GPT-Live voice. A separate update adds an optional 12-hour prompt-cache lifetime, with higher cache-write pricing.
- SEBI control surface, not yet a demand case
The final common code supports 29 deterministic advertisement controls across eight named entity types. It applies in the future, on 7 Apr 2027. Demand evidence for a separate audit product remains zero.
- Proposals and guidance remain non-operative
FSSAI’s 16 Oct tea-residue and infant-nutrition items are proposals only. CERT-In’s 15 Oct agent-security advisory is nonbinding guidance. No business hypothesis is validated by either item.

Verified changes
CPSE MSME invoice settlement routing through RBI-authorised TReDS platforms is in force from 15 October, though the required form and manner were not found. India-New Zealand origin rules take effect 20 October, adding product-specific tests, proof, verification support and five-year records. SEBI's common advertisement code applies 7 April 2027. MNRE's PV model-number SOP requires country-coded module and cell identifiers, with transition through 30 March 2027.

Clarifications and corrections
CBIC says stationary, grid-scale and industrial BESS are not power banks for the stated exclusion. This preserves an existing concession, it is not a new concession. PFRDA extended the existing qualifying FPO-facilitated NPS Sanchay incentive through 31 March 2027. Punjab's apparent new surcharge is a continuation of existing provisional rates.

Source-only technical developments
ONDC repository commits implement revocable 90-day per-user MCP credentials, but no tagged release, deployed endpoint, onboarding, SLA or transaction was proved. OpenAI schedules named GPT-4o and GPT-4.1 snapshot removals for 14 January 2027; no Indian workload or migration demand was validated.

Unvalidated business hypotheses
Five hypotheses reached G1 only: origin dossier, CPSE TReDS readiness, SEBI advertisement controls, PV country-code BOM evidence and BESS classification. None has retained buyer pain, paid commitment or exact-offer demand evidence. The BESS idea is rejected; the other four stay in desk-validation, watch or narrowed states.

Do not build. After outreach authorisation, test a fixed-price Credit Risk-o-Meter implementation audit with registered OBPPs or frequent debt issuers.

S.O.1739(E) made Scheme I conformity mandatory for general enterprises on 1 October 2026. Small and micro dates are 1 January and 1 April 2027.
